Intragovernmental Debt

Is the amount of debt the federal government owes to a government agency, and is typically held in a government agency trust fund. Examples include the Social Security Trust Fund, Medicare Trust Fund, FDIC Deposit Insurance, the Highway Trust Fund, etc.
